Project Implementation Manager – Syria

About the role

The Project Implementation Manager will provide ground‑level leadership for IN2’s programmes in Syria, overseeing day‑to‑day delivery across multiple governorates and ensuring safe, on‑time, and on‑budget execution.

Key responsibilities

• Lead and supervise day‑to‑day implementation of project activities in Aleppo, Deir Ezzour, Raqqa and Hasakah.
• Navigate complex local governance structures and engage municipal authorities and community leaders to secure access.
• Directly manage the delivery partner and IN2 field teams, coordinating high‑quality implementation across all lines of effort.
• Prepare and deliver client reports, briefings, and support site visits and delegation missions.
• Oversee the establishment of new IN2 offices, including site identification, security clearance and operational readiness.
• Serve as the primary in‑country point of contact for operational, security and partnership issues, working with the Syria Office Security function.
• Provide regular updates to IN2 leadership and the Joint Steering Committee.
• Maintain and resolve items in the project risk register.
• Embed conflict sensitivity, gender equality, social inclusion (GESI) and safeguarding principles in daily operations.
• Support recruitment and onboarding of field staff.

Required profile

• Proven experience leading field‑based projects in complex, high‑risk environments.
• Strong knowledge of Syrian local governance and community structures.
• Demonstrated ability to manage partners, multi‑disciplinary teams and stakeholder relationships.
• Excellent risk‑management and reporting skills.
• Commitment to conflict‑sensitive approaches, GESI and safeguarding standards.
