Chief Risk Officer (QNB Syria)

About the role

QNB, established in 1964 as the country's first Qatari-owned commercial bank and now the largest bank in the Middle East and Africa, is recruiting a Chief Risk Officer for its operations in Syria. The incumbent is responsible for developing the Group's risk management framework, covering conventional and Islamic banking, and for identifying, assessing, monitoring, measuring and controlling risks at both transactional and portfolio levels.

Key responsibilities

• Shareholder and financial: advance capital adequacy calculations for credit, operational and market risk; define the Group's risk appetite, rejection, acceptance and mitigation strategies; highlight high-risk sectors and take timely mitigating action; create KPIs for the Risk Department and lead its annual budgeting.
• Customer (internal and external): coordinate with Compliance on regulatory changes affecting credit, market and operational risk; oversee SLAs with internal departments to improve turnaround times on credit applications; liaise with auditors, Compliance and external consultants.
• Processes, products and regulatory: ensure Board and senior management oversight; develop updated risk policies and procedures; help set and monitor credit limits and report exceptions to the Board; review applications within the stated turnaround time; build an internal control environment with clear authority, responsibility and segregation of duties.
• Training and knowledge: finalize the department's training plan, hold performance reviews with direct reports and resolve grievances; possess deep knowledge of credit, operational, market and legal risk management and Basel II requirements.

Required profile

• Bachelor's or Master's degree, preferably in finance, economics or a related subject.
• Professional certification such as PRM, CPA or CFA is a plus.
• Minimum of 15 years' experience in a major bank, including at least 10 years in a managerial role in the risk function.
• High standards of confidentiality and ethics.
