CME Project Manager – Syria

About the role

The CME Project Manager will oversee the delivery of civil, mechanical and electrical works for a designated facility in Syria. Acting as the Owner’s Engineer and Project Management Consultant, you will ensure the contractor adheres to the approved design, quality, safety, cost and schedule requirements from construction through hand‑over.

Key responsibilities

• Govern the contractor’s CME works across the site and review the detailed Project Implementation Plan.
• Monitor progress against the baseline schedule, identify delays early and enforce recovery actions.
• Verify construction complies with the High‑Level Design, technical specifications and project requirements.
• Oversee QA/QC processes, including ITP records, NCR close‑outs, as‑built documentation and O&M manuals.
• Maintain risk and dependency logs, manage variations through formal change control and assess cost, schedule and scope impacts.
• Ensure HSE arrangements are in place, approve method statements and permits for high‑risk activities.
• Coordinate site access, work permits and interface activities among contractors and stakeholders.
• Confirm sanctions compliance on vendors and materials before site entry.
• Produce regular oversight reports and provide technical guidance to the wider project team.

Required profile

• Bachelor’s degree in Civil, Mechanical or Electrical Engineering or a related discipline.
• 6‑8 years of project management experience in construction or infrastructure delivery covering CME disciplines.
• Working knowledge of Primavera P6 or Microsoft Project.
• Experience with FIDIC‑based contract administration, variations and change control in an EPC environment.
• PMP certification required at hire or within three months (PRINCE2 acceptable).
• NEBOSH or IOSH HSE competency (obtained or in progress).
• Knowledge of the Syrian market, local permitting processes and experience in post‑conflict or frontier environments.
