CME Site Manager – Syria Based

About the role

The CME Site Manager will lead Norconsult Telematics' on‑site owner‑engineer oversight of civil, mechanical and electrical works for a mission‑critical data‑centre in Syria. You will manage the project from contractor mobilisation through commissioning and handover, ensuring the facility is built to approved design, on schedule and safely.

Key responsibilities

• Oversee on‑site assurance of all CME works, including civil, structural, power, cooling and fit‑out.
• Monitor contractor progress against the programme and flag slippage early.
• Verify installations against Issued‑for‑Construction drawings and raise Non‑Conformance Reports.
• Manage daily site routine, clear obstacles and ensure work fronts are ready.
• Witness QA/QC inspections, close punch and snag items before handover.
• Support and witness Factory Acceptance Tests and Site Acceptance Tests for UPS, generators and chillers.
• Coordinate commissioning sequence from Level 1 to Level 5 Integrated Systems Test.
• Enforce Health, Safety and Environment requirements, including permits and controlled access.
• Chair progress meetings, maintain a live issues log and ensure complete as‑built documentation.
• Track resource use, performance and escalate risks to the Senior Project Manager.

Required profile

• Bachelor’s degree in Civil, Mechanical, Electrical Engineering or a related construction discipline.
• 6–8 years of CME or building‑services construction experience, including senior on‑site management.
• Experience delivering at least one mission‑critical facility through commissioning and handover.
• Familiarity with data‑centre standards such as Uptime Institute Tier classifications, TIA‑942, NFPA and ASHRAE.
• Ability to read and interpret civil, structural, mechanical, electrical and plumbing drawings.

Required skills

• Knowledge of Uptime Institute Tier III/IV classifications.
• Understanding of TIA‑942 data‑centre specifications.
• Working knowledge of NFPA fire codes and ASHRAE standards.
• Proficiency in reading civil, structural, mechanical, electrical and plumbing drawings.
• Experience with critical power and cooling commissioning.
• Conducting Factory Acceptance Tests (FAT) and Site Acceptance Tests (SAT) for UPS, generators and chillers.
