Country Director

About the role

INSO is seeking a Country Director to lead its Syria programme, supporting a network of over 300 NGOs operating in a rapidly evolving humanitarian context. Based in Damascus, you will guide strategy, coordinate safety support, and represent INSO with donors and partners.

Key responsibilities

• Oversee a multi‑location team across Damascus, Aleppo, al‑Raqqa and al‑Qamishli.
• Develop and implement programme strategy, ensuring alignment with donor requirements and organisational goals.
• Manage multi‑donor portfolios, budgets, reporting and donor relationships.
• Provide safety coordination, incident tracking, risk analysis and crisis management support to NGOs.
• Represent INSO externally with donors, humanitarian actors, civil‑military coordination bodies and other stakeholders.
• Travel regularly within Syria and occasionally to Beirut and Amman.

Required profile

• 3–5 years of senior management experience as a Country Director or equivalent in conflict or post‑conflict settings.
• Strong experience managing multi‑donor portfolios, budgets and reporting.
• Solid understanding of humanitarian action, safety and risk management, humanitarian access and civil‑military coordination.
• Excellent analytical, diplomatic and representation skills.
• Fluency in English and a relevant Master’s‑level qualification or equivalent experience.
• Experience in Syria or the wider Middle East, Arabic or Kurdish, crisis management or inter‑agency coordination is an advantage.

What we offer

• 12‑month fixed‑term contract starting 1 November 2026.
• Monthly salary of EUR 6,500.
• R&R allowance of EUR 1,000 every three months.
