Country Director (Syria)

About the role

Plan International is seeking a senior leader to head its operations in Syria. The Country Director will steer strategic and operational activities to deliver high‑quality humanitarian and early‑recovery programmes for children, girls and youth across the country.

Key responsibilities

• Develop and implement the Country Strategic Plan, ensuring programmes are well‑funded, contextually relevant and aligned with global goals.
• Lead a multidisciplinary team, fostering motivation, skill development and a safe working environment in a volatile security context.
• Manage relationships with institutional donors, mobilising and overseeing diverse funding streams.
• Ensure compliance with Plan International’s policies, robust risk‑management systems and sound financial stewardship.
• Represent the organisation locally, regionally and internationally to build a credible presence.

Required profile

• Extensive experience leading large‑scale humanitarian or development programmes in complex political environments.
• Deep understanding of Syria’s political economy, regulatory landscape and funding ecosystem.
• Proven ability to manage security risks and ensure staff safety.
• Strong leadership, strategic thinking and stakeholder‑engagement skills.
