Head of Treasury & Financial Institutions (QNB Syria)

About the role

QNB, established in 1964 as the country's first Qatari-owned commercial bank and now the largest bank in the Middle East and Africa, is recruiting a Head of Treasury & Financial Institutions for its Syria operation. The incumbent leads the bank's treasury and FI function, manages relationships with FI counterparts locally and abroad, and safeguards liquidity, operational continuity and compliant international banking access while the bank positions itself for reintegration into the global financial system.

Key responsibilities

• Manage the bank's relationship with FI counterparts, including correspondent banking services (clearing, nostro/vostro, trade finance), cash flows, asset-liability profile and FX exposures, within strategy, risk appetite and regulatory limits.
• Direct the trading team, implement the Group Risk Management Framework, develop cross-border trading opportunities and keep the trading portfolio within agreed value and risk limits.
• Lead the sales function, develop the annual sales business plan, review account coverage and set performance standards for sales staff.
• Oversee annual business plans, budgets, KPIs and performance monitoring for the Treasury & FI function.
• Approve strategies covering balance sheet allocation, funding, hedging, trading and investment, and approve SLAs with internal departments to improve turnaround times.
• Build relationships with local banks and regulators, report to head office, and provide timely information to auditors, the Compliance function and Group Risk.
• Review treasury policies and procedures, ensure compliance with local Central Bank directives and statutory requirements, and manage the bank's balance sheet, liquidity, FX and investment activities.
