Operations Manager – National (Syria)

About the role

The Near East Foundation is seeking an Operations Manager to lead and coordinate all operational functions for its Syria office. Based in Damascus, the role supports program delivery through efficient logistics, administration, procurement, HR, compliance and security management.

Key responsibilities

• Oversee daily operational activities and ensure efficient workflow across the organization.
• Develop, implement and continuously improve operational policies, procedures and best practices.
• Manage procurement processes, vendor relationships and contract negotiations in line with donor regulations.
• Supervise office administration, facilities, equipment, travel arrangements and logistics.
• Coordinate recruitment, onboarding, performance management and staff development in partnership with the Global HR Manager.
• Monitor safety and security, provide briefings for field movements and maintain incident reporting.
• Ensure compliance with legal, regulatory and donor requirements and maintain a risk register.
• Act as primary liaison with government agencies, securing permits and representing the organization in meetings.

Required profile

• Bachelor’s or master’s degree in business administration, public administration, management, logistics or a related field.
• Minimum eight years of experience in operations management, preferably within NGOs or humanitarian settings.
• Fluency in written and spoken English and Arabic.

• Proficiency with IT systems, enterprise software and project‑management tools.
