Procurement Officer (NOA) - Damascus

About the role

The World Food Programme (WFP) Syria is recruiting a Procurement Officer (National Officer, NOA) for a 12-month fixed-term contract based in Damascus. The role leads and manages procurement of food commodities, non-food items (NFIs), services and operational requirements needed for emergency response, recovery, resilience and social protection, driving value for money, supply continuity and risk mitigation in a resource-constrained environment.

Key responsibilities

• Support procurement programmes and operations, including issuing tenders, evaluating offers and negotiating and awarding contracts for goods and services.
• Analyse data to recommend process improvements and compile accurate, timely procurement reports and performance insights.
• Support procurement audits by preparing documentation and responding to audit recommendations.
• Coordinate internally to plan procurement, forecast requirements and align strategies with programme objectives.
• Build procurement capabilities across WFP and stakeholders through training and technical guidance, and coach and supervise junior staff.
• Contribute to emergency preparedness and serve in emergency response functions, mobilising food and non-food items quickly.
• Present procurement cases to Procurement Committees with analysis, risk assessment and recommendations.
• Maintain accurate records of procurement transactions in ERP, COUPA and WINGS systems.
• Manage supplier relationships, oversee vendor registration and performance management, and help build a competitive supplier base.

Required profile

• Advanced university degree in Business (the text is cut off here).
• Experience in procurement, commodity sourcing, contract management and supplier management.
