Senior Procurement Officer – Idleb, Syria

About the role

The Senior Procurement Officer will lead high‑value tender processes and ensure compliant procurement operations for GOAL’s programmes in Idleb, Syria. The role supports the delivery of humanitarian assistance by securing goods and services that meet quality, value for money and donor requirements.

Key responsibilities

• Manage end‑to‑end high‑value tenders, including ITT/EOI preparation, evaluation, award and contracting.
• Maintain and update framework agreement and pre‑qualified supplier trackers and conduct six‑monthly supplier performance reviews.
• Prepare and file electronic and hard‑copy procurement documentation in line with GOAL’s Procurement Manual and audit standards.
• Process procurement requests (PRs) according to established procedures and donor regulations.
• Analyse specifications, source reliable suppliers and negotiate contracts.
• Assist the Programme Manager with field visits, market surveys and supplier assessments.

Required profile

• Proven experience in procurement within humanitarian or development contexts.
• Strong knowledge of donor regulations and value‑for‑money principles.
• Ability to manage multiple tender processes and maintain accurate records.
• Excellent analytical and organizational skills.
