Senior Training and Institutional Capacity‑Building Consultant

About the role

NTU International is seeking a senior expert to support the Syrian Ministry of Health in strengthening institutional capacity and governance. The consultant will design, coordinate, deliver and evaluate training programmes for health‑sector institutions.

Key responsibilities

• Develop strategic Master Training Plans that identify specialised expertise needs and coordinate delivery across ministries.
• Design and facilitate workshops on organisational behaviour topics such as psychological safety, conflict management, professional ethics and safeguarding.
• Create pre‑ and post‑assessment tools, monitor training impact and produce simple dashboards for reporting.
• Provide technical assistance for administrative and operational skill training, including performance management, KPIs, warehouse management and digital archiving.

Required profile

• Master’s degree in Institutional Development, Human Resources Management, Education, Public Administration or related field (or Bachelor’s plus 10 years relevant experience).
• Minimum 8 years experience designing and delivering institutional training, with at least 4 years in public‑sector or health‑sector settings.
• Fluent Arabic (written and spoken) and professional proficiency in English.

Required skills

• Advanced proficiency in Microsoft Word, Excel and PowerPoint.
• Strong ability to develop interactive training materials and simple monitoring dashboards.
• Experience with Microsoft Office Suite and information‑management fundamentals.
