Senior Training and Institutional Capacity-Building Consultant

About the role

The Senior Training and Institutional Capacity-Building Consultant will support the Syrian Ministry of Health in strengthening its institutional performance, evidence‑based decision‑making and accountability through strategic training programmes.

Key responsibilities

• Design, coordinate, deliver and evaluate institutional training and capacity‑building programmes for health‑sector institutions.
• Develop strategic Master Training Plans, pre‑ and post‑assessment tools, and simple monitoring dashboards to measure training impact.
• Facilitate workshops on organisational behaviour topics such as psychological safety, conflict management, professional ethics and safeguarding.

Required profile

• Master’s degree in Institutional Development, Human Resources Management, Education, Public Administration or related field (or Bachelor’s plus 10 years relevant experience).
• Minimum 8 years of experience designing and delivering institutional training, with at least 4 years in public‑sector or health‑sector settings.
• Fluent Arabic (written and spoken) and professional proficiency in English.

Required skills

• Advanced proficiency in Microsoft Word, Excel and PowerPoint.
• Strong ability to create interactive training materials and basic monitoring dashboards.
• Professional certification in training/facilitation (e.g., Training of Trainers) is an asset.
