Shelter Project Manager – Northwest Syria

About the role

The Norwegian Refugee Council is seeking a Shelter Project Manager for its Northwest Syria office in Sarmada. You will lead the design, planning and delivery of high‑quality shelter interventions ranging from emergency kits to housing rehabilitation and public‑building projects, supporting durable solutions for affected communities.

Key responsibilities

• Develop and implement shelter programmes in line with NRC standards and humanitarian frameworks.
• Manage the full project cycle – from needs assessment and planning to monitoring, reporting and close‑out.
• Oversee logistics, finance and human‑resource aspects of shelter activities.
• Coordinate with other core competencies, donors, government authorities and partner organisations.
• Lead the AO‑level shelter portfolio, supervise staff and contribute to country‑wide programme strategy.

Required profile

• Minimum 3 years senior‑level experience managing shelter programmes in humanitarian or recovery settings.
• Bachelor’s degree in civil engineering or a related technical field (Master’s degree is a plus).
• Proven experience in construction, rehabilitation or engineering of public buildings and apartments.
• Hands‑on experience with cash‑for‑shelter, market‑based approaches and area‑based programming.
• Experience working in Northwest Syria or similarly hard‑to‑reach areas.
• Strong knowledge of Project Cycle Management, Sphere Standards and climate‑resilient shelter design.
