Site Acquisition SME – Damascus

About the role

The Site Acquisition SME will identify, evaluate and secure suitable locations for telecommunications infrastructure, primarily new data centres, across the project area in Syria. The role ensures acquisition activities are completed on time, within budget and in full compliance with local regulations while fostering positive relationships with landowners, municipalities and authorities.

Key responsibilities

• Conduct field surveys to locate potential sites for new data centres in assigned cities.
• Negotiate and finalize site access agreements, leases and permits with landowners, building owners and local municipalities.
• Prepare and maintain comprehensive site acquisition documentation, including checklists, information forms, landlord agreements and permitting records.
• Liaise with local authorities to obtain necessary permits and ensure regulatory compliance.
• Coordinate with design and planning teams to verify site suitability, access routes and any structural or environmental constraints.
• Track acquisition progress, report status to the project manager and flag risks or delays promptly.
• Produce technical site reports with photographs, GPS coordinates and relevant data as specified by the project team.
• Maintain constructive community and stakeholder relations throughout the acquisition process.

Required profile

• Bachelor’s degree in civil engineering, business administration, real estate or a related field (or equivalent practical experience).
• Minimum 5 years of experience in site acquisition, field surveying or a related function within Syria.
• Strong knowledge of Syrian land‑ownership structures, municipal processes and regional geography.
• Proficiency in Arabic and working knowledge of English for reporting.
• Willingness to travel across project areas and a valid driving licence.

Required skills

• Use of basic GPS tools.
• Familiarity with mapping applications.
• Understanding of site documentation standards.
