Unit Manager – HLP Support Units (Syria)

About the role

The Unit Manager will lead the day‑to‑day operations of a Housing, Land and Property (HLP) Support Unit embedded within municipal structures in Syria. This role ensures effective coordination, workflow management, and service delivery to strengthen rights‑based recovery processes.

Key responsibilities

• Oversee daily operations and workflow of the HLP Support Unit.
• Coordinate case intake, referrals, documentation, and follow‑up mechanisms.
• Implement operational procedures, SOPs, and referral systems.
• Collaborate with technical experts, legal consultants, municipalities, and partner organisations.
• Supervise volunteers and support staff assigned to the unit.
• Monitor compliance with ethics, safeguarding, confidentiality, and data‑protection procedures.
• Support simulations, operational readiness exercises, and service‑delivery activities.
• Contribute to reporting, documentation, and monitoring in coordination with project management and M&E teams.
• Facilitate communication between local stakeholders, municipalities, and project partners.
• Identify operational challenges and propose workflow improvements.
• Assist with the handover and institutional embedding of the HLP Unit within municipal structures.

Required profile

• Minimum 5 years of experience in project coordination, operations management, governance, urban development, legal aid, humanitarian response, or related fields.
• Strong organisational and coordination abilities.
• Experience working with municipalities, civil‑society actors, or donor‑funded projects is highly desirable.
• Ability to manage multiple stakeholders and workflows simultaneously.
• Excellent communication and problem‑solving skills.
• Understanding of HLP, community engagement, or service‑delivery systems is an asset.
• High level of professionalism, confidentiality, and ethical awareness.
