CME Project Manager – Syria

About the role

The CME Project Manager will act as the Owner's Engineer and Project Management Consultant, overseeing civil, mechanical and electrical works for a large‑scale facility in Syria. You will ensure the contractor delivers according to the approved design, quality, safety, cost and schedule requirements from construction through handover.

Key responsibilities

• Govern the contractor’s CME works across the assigned site.
• Review and approve the detailed Project Implementation Plan.
• Monitor progress against the baseline schedule, identify delays and enforce recovery actions.
• Validate construction against High‑Level Design, technical specifications and project requirements.
• Oversee QA/QC acceptance checklists, ITP records, NCR close‑outs, as‑built documentation and O&M manuals.
• Maintain risk and dependency logs and manage variations through formal change control.
• Verify HSE arrangements, method statements and permits for high‑risk activities.
• Coordinate site access, work permits and interface activities among contractors and stakeholders.
• Confirm sanctions compliance on vendors and materials before site entry.
• Produce regular oversight reports for the Project Management Office.

Required profile

• Bachelor’s degree in Civil, Mechanical or Electrical Engineering or a related discipline.
• 6‑8 years of project management experience in construction or infrastructure delivery, preferably in the Middle East.
• Proven experience with FIDIC‑based contracts and EPC environments.
• PMP certification required at hire or within three months; PRINCE2 acceptable.
• HSE competency such as NEBOSH or IOSH.
• Knowledge of the Syrian market, local permitting processes and post‑conflict environments.
