Logistics Adviser – Damascus

About the role

The Norwegian Refugee Council (NRC) seeks a Logistics Adviser to oversee procurement and operational procedures in Syria, ensuring efficient support for program implementation and capacity building across the country.

Key responsibilities

• Review mid‑value bids/tenders, endorse, track comments and provide analysis to managers.
• Conduct trainings and orientations on logistics matters for country and area office teams and key stakeholders.
• Update and health‑check existing procurement systems, develop vendor databases and framework agreements.
• Supervise procurement processes, collaborate with budget holders and programme units, and build team capacity.
• Compile and analyse procurement plans for optimisation and donor compliance.
• Prepare strategic procurement plans, identify gaps, and represent logistics in proposal planning phases.
• Maintain procurement monitoring reports, including tracking sheets, e‑contract platforms, vendor evaluations and price lists.
• Address audit findings and recommendations related to procurement.

Required profile

• Minimum 3 years senior logistics experience (Coordinator level or above) in humanitarian or recovery contexts.
• Bachelor’s degree in Logistics, Supply Chain Management, Business Administration or related field.
• Experience working in complex, volatile environments, with knowledge of the Syrian context, sanctions and market.
• Fluent in English and Arabic (written and verbal).
• Result‑oriented, proactive and passionate about logistics and capacity building.

Required skills

• Proficiency in MS Excel.
• Proficiency in MS Word.
